Margarida Pinheiro Torres
Margarida Pinheiro Torres is a keynote speaker on European Union law, international law and inter-institutional affairs, and recognized for her expertise as a legal officer at the European Commission, where she provides legal counsel on humanitarian aid and civil protection operations. With experience in EU-UK relations, legal analysis at EU and UN institutions and advanced transnational law training, she brings technical knowledge and a global perspective to conferences and corporate events in Portugal and internationally.
Margarida Pinheiro Torres is Legal Officer at the European Commission, where she provides legal counsel for the Directorate-General for European Civil Operations and Humanitarian Aid Operations (DG ECHO).
Her previous experiences include legal and policy analysis on EU-UK relations both at the Portuguese Permanent Representation to the European Union and the European Commission General Secretariat, where she focused on the negotiation and implementation of the BREXIT Agreements.
Before moving to Brussels, Margarida worked in a Portuguese Law firm where she focused on Migration Law. She undertook traineeships at the European Union Delegation to the United Nations and at the United Nations Office of Legal Affairs, both in New York.
She holds a Master of Transnational Law and a LL.M in Law in a European and Global Context, both from Catolica Global School of Law (Universidade Católica Portuguesa).
Margarida's experience and academic background showcase her expertise in legal and policy analysis in the areas of International Law, European Law and the external relations of the European Union.

Com um percurso que inclui análise jurídica em relações UE-Reino Unido, estágios em missões da União Europeia e das Nações Unidas e formação avançada em direito transnacional, combina conhecimento técnico e perspetiva global, sendo uma escolha relevante para conferências e eventos corporativos em Portugal e internacionalmente.
Margarida Pinheiro Torres é Jurista na Comissão Europeia, onde presta aconselhamento jurídico à Direção-Geral das Proteção Civil e Operações de Ajuda Humanitária (DG ECHO).
As suas experiências anteriores incluem a análise e aconselhamento jurídico e político das relações entre a UE e o Reino Unido, tanto na Representação Permanente de Portugal junto da União Europeia como no Secretariado-Geral da Comissão Europeia, onde se centrou na negociação e implementação dos Acordos BREXIT.
Antes de se mudar para Bruxelas, a Margarida trabalhou numa sociedade de advogados portuguesa onde se dedicou ao Direito das Migrações. Realizou estágios na Delegação da União Europeia junto das Nações Unidas e no Gabinete de Assuntos Jurídicos das Nações Unidas, ambos em Nova Iorque.
Possui um Mestrado em Direito Transnacional e um LL.M em Direito num Contexto Europeu e Global, ambos pela Catolica Global School of Law (Universidade Católica Portuguesa).
